Background of the study

Public libraries serve as crucial cultural hubs that foster learning, creativity, and civic engagement. In Kaduna State, libraries have increasingly become centers for cultural literacy, providing access to diverse resources that promote lifelong learning (Olatunji, 2025). The investigation explores how these institutions contribute to cultural enrichment and social cohesion by offering community-based programs and digital literacy initiatives. In an era of rapid technological change, public libraries remain vital in bridging the digital divide, especially in regions with limited access to modern educational facilities (Adeyemi, 2023). This study highlights the historical evolution of libraries in Kaduna and their adaptation to contemporary challenges, such as budget constraints and technological advancements. By examining user engagement, program effectiveness, and resource allocation, the study seeks to understand the multifaceted role of libraries in promoting cultural literacy. Recent literature indicates that public libraries not only support academic achievement but also enhance community identity and cultural continuity (Olatunji, 2025). This background situates the role of public libraries within broader societal frameworks, emphasizing their contribution to cultural and intellectual development.

Statement of the problem

Despite the acknowledged importance of public libraries in Kaduna State, there is limited research on their role in enhancing cultural literacy. Budgetary constraints, technological challenges, and shifting user needs have impacted the effectiveness of these institutions (Adeyemi, 2023). Furthermore, the lack of standardized metrics for assessing cultural literacy poses difficulties in evaluating library programs. This study addresses these issues by exploring the specific contributions of public libraries to cultural literacy and identifying the challenges they face in a rapidly evolving digital landscape (Olatunji, 2025). The problem is compounded by inadequate funding and resource management, which hinder the ability of libraries to implement innovative programs that meet the community’s cultural and educational needs.

Objectives of the Study

To examine the role of public libraries in promoting cultural literacy in Kaduna State.

To evaluate the effectiveness of library programs in enhancing community engagement.

To identify challenges and propose solutions for improving library services.

Research questions

How do public libraries in Kaduna State contribute to cultural literacy?

What are the challenges faced by these institutions in promoting cultural and digital literacy?

What strategies can be implemented to enhance the role of libraries in community engagement?

Significance of the study

This investigation provides important insights into the role of public libraries as centers of cultural literacy in Kaduna State. The findings will be useful for library administrators, policymakers, and community leaders in developing strategies to enhance library services, promote cultural enrichment, and bridge the digital divide. By understanding the challenges and opportunities, the study aims to improve library outreach and educational programming (Olatunji, 2025; Adeyemi, 2023).

Scope and limitations of the study

This study is limited to examining the role of public libraries in promoting cultural literacy in Kaduna State, focusing on the services provided by these libraries without extending to private or digital-only information centers.

Cultural Literacy: The ability to understand and participate fluently in a given culture.
